Abstract
The program aims to strengthen the organizational capacity of the National Disaster Management Agency (BNPB) and its partners in disaster management. The program's overall performance is reported in the first annual report, which covers the period from May 17, 2021, to September 30, 2021. During this period, the program shifted from preparation to activity implementation, with most of the reporting period spent on program start-up activities. As a result, there is limited information on outcome-level performance. The program has made significant progress in implementing activities related to the four outcomes. Outcome 1 focuses on strengthening the organizational capacity of the BNPB's Training and Education Center (Pusdiklat). Two major supporting activities are underway, including the design and development of a modularized DRM in-service training course and a series of weekly DRM and humanitarian action lectures. Outcome 2 aims to strengthen the human resources capacity of the BNPB's Human Resources Bureau. Three HR Bureau supporting activities are underway, including the assessment center readiness for mapping potential, managerial, and socio-cultural competencies for BNPB manager-level officials and mid-level functional officials. The development of draft guidelines for the recruitment of contractual-based government employees is also advancing. Outcome 3 focuses on strengthening the capacity of the BNPB's Emergency Operations Center (Pusdalops). One significant activity has been completed, involving mentoring and coaching by on-the-job training of four Pusdalops officials to manage the delivery of in-house technical training to 104 BPBD personnel from two provinces. Two other activities are underway, including a seminar to determine the extent to which the DM minimum service standards are contributing to, supporting, or hindering community-based DRM. Outcome 4 aims to strengthen the capacity of the BNPB's Directorate of Systems. One event has been completed, involving a seminar to determine the extent to which the DM minimum service standards are contributing to, supporting, or hindering community-based DRM. Two other events are underway, including a fact-finding mission in Padang to assess the current status and priority needs for upgrading the BNPB's UPT to a multipurpose Balai Besar. The program has also made progress in gender mainstreaming and disability inclusion. Based on the Ministry of Women's Empowerment and Children's Protection (KPPA) requirements, BNPB has identified the gaps and needs in mainstreaming gender equity into the organization. INVEST DM 2.0 is assisting BNPB in developing a position paper to inform the development of guidelines to implement gender mainstreaming within the agency. The program has established governance structures, including the Management Committee, Technical Committees, and Secretariat, and has completed the BNPB concurrence of the CY2021 Annual Workplan and TORs. The program has also launched the INVEST DM 2.0 Program, established a BNPB pool of risk assessment experts, and completed a gender equity and disability inclusion assessment. The program's intermediate outcome 1 aims to strengthen the organizational capacity of Pusdiklat by developing and implementing appropriate Disaster Management (DM) certified in-service training and pre-service education pathways for the workforce across BNPB, Sub-national DM Institutions, and other Government of Indonesia (GOI) agencies. The program has supported the Pusdiklat to design and develop a blended in-service training program, with attendance of all 680+ BNPB civil servants expected.
