Abstract
The program aimed to enhance the capacity of Provincial Disaster Management Agencies (BPBDs) in Indonesia to prepare for and respond to disasters. The TATTs program was implemented in eight provinces: North Maluku, Papua, Central Java, Southeast Sulawesi, West Papua, East Nusa Tenggara, Maluku, and South Sulawesi. During the reporting period of October to December 2015, TATTs teams in the target provinces focused on a range of disaster management capacity building activities. These included training programs, infrastructure development, and market linkage facilitation. Technical training conducted by TATTs included strategic planning support, logistic management training, and training of facilitators in community-based disaster risk management. The TATTs program also hosted an El-Niño Workshop in November 2015, bringing together BPBD representatives from each TATTs province and national specialists. The workshop aimed to enhance the capacity of BPBDs to respond to the impacts of El Niño. Additionally, TATTs implemented an accredited training program in partnership with the BNPB Training and Education Center (Pusdiklat) in Southeast Sulawesi. Despite challenges such as government office closures during Christmas, local government elections, and disaster events, TATTs continued to implement provincial work plans and gather in Makassar, South Sulawesi, for a series of key activities. These included a one-week Basic-Intermediate Incident Command System training implemented by the United States Forest Service and a workshop for TATTs BPBD partners on the causes, impacts, and response capacity against the El Niño weather phenomena. The TATTs program also collaborated with other USAID/OFDA partners in Indonesia to implement joint trainings, including an emergency tent warehouse assembly training in Papua in collaboration with the World Food Programme. TATTs field teams received Basic-Intermediate Incident Command System (ICS) training by the United States Forest Service, and TATTs consortium partner ASB played a lead role in the National DRR Month celebration events in Solo, Central Java, resulting in inclusion and disability mainstreaming into key government declarations. The TATTs program continued to increase formal and in-house training and capacity development activities based on joint work plans with local government partners. The program's activities were reported to be on-track, with some delays in the implementation of simulations, assessment of BNPB Training Program, and support to BNPB Pusdiklat in development of certification program. The program's internal mid-term review facilitated teams to discuss specific contexts of each provincial BPBD, identify key stakeholders, map achievements, and use this information to identify the knowledge already generated by the program in each province.
