Abstract
This paper, written from the perspective of a former country representative, examines the evolution of the country representative role, and identifies characteristics that have contributed to the success of this model. It was initially in the Sahel that PRITECH found that the costs of maintaining a full-time presence reaped benefits worth replicating. PRITECH has since identified qualities particular to the country representative mechanism that contribute greatly to its success, including: flexibility in funding, strong technical expertise and technical support, improved communication with the local Ministry of Health (MOH), an emphasis on building relationships and sustainability, and a mandate to facilitate donor coordination. One important component of the model is the recommendation that these advisors, when possible, be expatriates who are already living in the country of service. This brings in an individual who has already established professional credibility with the MOH and other policymakers and donors, but has no political attachment in country. PRITECH believes that the country representative is an important component of a successful development project and should be budgeted into similar projects.
