Abstract
Section I focuses on the low rainfall or rangeland zone and covers rangeland and human resources, rangeland production systems, administration and contribution to agricultural GDP, existing range policies, constraints to range development, and concerned agencies. Section II, on the forestry subsector, reviews forestry resources and activities, forestry"s contribution to the national economy, government policies, and constraints to forestry development. Section III is devoted to the rainfed subsector and examines resources (land, water, climate); production systems for annual and perennial crops; institutional framework; the place of rainfed agriculture in the national economy; the impact of existing government policies and interventions; and constraints. Section IV is devoted to production systems in irrigated agriculture. Topics covered include land, soil, and water resources; trends in area size and yields; efficiency of irrigation water use; economic returns on irrigation water; the place of irrigated agriculture in the national economy; the impact of existing policies and government interventions, as well as of external factors such as trade barriers; and constraints. Section V assesses the livestock subsector -- its resources, production and distribution systems, institutional framework, role in the economy, policies, and constraints. Each section concludes with recommended strategies for subsector development.
