Abstract
The program aims to provide operational and technical support to South African institutions implementing reform. JSSP is committed to a South African-driven intervention, focusing on three programmatic tasks. Task 1 engages justice sector leadership on a policy level and provides operational and technical support to the Office of the Chief Justice (OCJ) and Department of Justice and Constitutional Development (DoJCD). Task 2 provides assistance in the implementation of a case flow management system (ICMF), while Task 3 focuses on strengthening the Prosecution and Adjudication of Sexual Offences. The JSSP intervention initially aimed to assist with the Judicial Education Institute (JEI), but due to leadership and operational challenges, the JEI component was removed from the work plan in March 2011. The project has since devoted attention to rendering technical and operational support that strengthens court management and administration practice, and the prosecution and adjudication of gender-based violence and sexual offences. During the reporting period, NCSC submitted a project demobilization plan to USAID, and home office staff will travel to South Africa in mid-July to assist with the close-out of project operations. USAID approved Modification No. 1 of the task order, and NCSC submitted a request for final task order revision to align the budget with final programmatic and operational cost demands. Key highlights of activities during the reporting period include the submission of a revised modification to USAID, follow-up support to Port Elizabeth and Durban pilot courts, a two-day workshop on a proposed model court structure, and a reflection workshop for pilot court representatives. The COP convened a dialogue on the role of judicial officers in advancing gender justice and victim rights in South Africa, and was nominated to serve on the Ministerial Task Team for Sexual Offences (MTTSO). The COP also supported the Chief Directorate Vulnerable groups in ratifying the National Policy Framework of the Sexual Offences Act and the 2008-2011 report. Task-specific accomplishments during the reporting period include the activation of the Justice Sector Leadership Group (JSLG), although it was unable to convene formally due to scheduling difficulties. The JSLG will require a more structured and formal governance mandate to effectively fulfill its requirements. The development of criteria for 4 model court designation and strategies for geographic rollout was also a key accomplishment, with onsite technical support provided to the Durban and Port Elizabeth Magistrates Court, and the South Gauteng High Court. A two-day workshop was held with the pilot court's management committee to review progress, deliberate on challenges, and engage in a strategic dialogue.
