The Justice System Strengthening Program (JSSP) in Kosovo is a four-year program that aims to promote a judicial system adhering to high standards of efficiency, accountability, and professionalism.

Abstract
The program focuses on three main objectives: strengthening the efficiency and effectiveness of the administration of justice and the delivery of quality services by the Kosovo Judicial Council (KJC) and courts, enhancing the accountability and professionalism of justice system institutions and actors, and supporting the functioning and integration of judicial structures in the north of Kosovo. JSSP supports the USAID's Country Development Cooperation Strategy 2014-2018 and the overall goal of Kosovo becoming an increasingly prosperous country that will progressively integrate into the Euro-Atlantic community with more effective and accountable governance. The program activities are designed to advance the CDCS' Intermediate Result (IR) 1.1 — More Efficient, Transparent, Independent, and Accountable Justice Sector — by improving court administration and the capacity of key justice institutions and enhancing the skills of justice sector professionals. During Year 4 Quarter 2, JSSP made significant progress in enhancing the rule of law in Kosovo by promoting integration and improving the quality of judicial services. The program implemented various activities to achieve its objectives, including the development of a Case Management Information System (CMIS) to improve court administration and the capacity of key justice institutions. The CMIS was designed to enhance the efficiency and effectiveness of the administration of justice and the delivery of quality services by the KJC and courts. The program also implemented activities to enhance the accountability and professionalism of justice system institutions and actors. This included the development of a Continuing Legal Education (CLE) program to enhance the skills of justice sector professionals. The CLE program was designed to improve the knowledge and skills of judges, prosecutors, and other justice sector professionals in areas such as human rights, international law, and court administration. In addition, JSSP implemented activities to support the functioning and integration of judicial structures in the north of Kosovo. This included the development of a Judicial Inspection Unit (JIU) to improve the accountability and professionalism of justice system institutions and actors in the north. The JIU was designed to investigate complaints and allegations of misconduct against judges and prosecutors in the north and to provide recommendations for improvement. The program also made progress in enhancing the capacity of key justice institutions and improving the skills of justice sector professionals. This included the development of a Mandatory Continuing Legal Education (MCLE) program to enhance the knowledge and skills of judges, prosecutors, and other justice sector professionals. The MCLE program was designed to improve the quality of judicial services and to enhance the accountability and professionalism of justice system institutions and actors. Overall, JSSP made significant progress during Year 4 Quarter 2 in enhancing the rule of law in Kosovo by promoting integration and improving the quality of judicial services. The program implemented various activities to achieve its objectives, including the development of a CMIS, a CLE program, a JIU, and an MCLE program. These activities were designed to improve the efficiency and effectiveness of the administration of justice and the delivery of quality services by the KJC and courts, enhance the accountability and professionalism of justice system institutions and actors, and support the functioning and integration of judicial structures in the north of Kosovo.
