The Justice System Strengthening Program (JSSP) in Kosovo is a five-year rule of law program that aims to promote a judicial system adhering to high standards of efficiency, accountability, and professionalism.

Abstract
The program focuses on three main objectives: strengthening the efficiency and effectiveness of the administration of justice and the delivery of quality services by the Kosovo Judicial Council (KJC) and courts, enhancing the accountability and professionalism of justice system institutions and actors, and supporting the functioning and integration of judicial structures in the north of Kosovo. JSSP supports the USAID's Country Development Cooperation Strategy 2014-2018 and the overall goal of Kosovo becoming an increasingly prosperous country that will progressively integrate into the Euro-Atlantic community with more effective and accountable governance. The program's activities are designed to advance the Intermediate Result (IR) 1.1 — More Efficient, Transparent, Independent, and Accountable Justice Sector — by improving court administration and the capacity of key justice institutions and enhancing the skills of justice sector professionals. During Year 4, JSSP made significant progress in enhancing the rule of law in Kosovo by promoting integration and improving the quality and efficiency of judicial services. The program continued to provide technical assistance to build the capacity of the KJC, its committees, and the Secretariat. Key achievements included facilitating a Strategic Planning workshop to identify policy priorities for the KJC, providing training on case management and court administration, and supporting the development of a Case Management Information System (CMIS). The program also made progress in enhancing the accountability and professionalism of justice system institutions and actors. JSSP provided training on commercial legal education, supported the development of a performance evaluation committee, and assisted the KJC in establishing a public information officer. Additionally, the program supported the functioning and integration of judicial structures in the north of Kosovo by providing training on court administration and management, and supporting the development of a judicial academy. JSSP's activities are designed to improve the institutional and human capacity of justice sector institutions to build a democratic and more inclusive society. The program's achievements are aligned with the USAID's Country Development Cooperation Strategy 2014-2018 and the overall goal of Kosovo becoming an increasingly prosperous country that will progressively integrate into the Euro-Atlantic community with more effective and accountable governance. The program's progress is reflected in the improved performance of the KJC and courts, as well as the increased participation of minority populations in the justice sector. JSSP's activities have also contributed to the development of a more efficient, transparent, independent, and accountable justice sector in Kosovo. The program's achievements demonstrate its commitment to promoting a judicial system that adheres to high standards of efficiency, accountability, and professionalism, and supporting the integration of judicial structures in the north of Kosovo. JSSP's activities are designed to advance the Intermediate Result (IR) 1.1 — More Efficient, Transparent, Independent, and Accountable Justice Sector — by improving court administration and the capacity of key justice institutions and enhancing the skills of justice sector professionals.
