Abstract
The initiative's primary goal is to increase the capacity of city officials, improve the delivery of municipal services, and enhance municipal revenue generation and financial accountability. As a result of KCI, it is anticipated that Kabul's citizens will receive improved services, understand the responsibilities of municipal leaders, and participate actively in the municipal decision-making process. KCI's progress towards accomplishing project benchmarks is summarized in this monthly report. The report highlights key achievements and implementation issues encountered during February 2013. Notable accomplishments include the continuation of International Computer Driving License (ICDL) training for Kabul Municipality (KM) staff, the completion of white papers on encroachment fees and the modernization of the Safay'i charge, and the digitization of 100% of District 7's records. Additionally, KCI advised KM Deputy Mayors and Directors General on finalizing the "Administrative Structure" for the fiscal year 1392, which was adopted by the Strategic Budget Commission and approved by the Mayor. The report also highlights ongoing activities and future plans. KCI continued to provide on-the-job training for KM IT staff on IT issues, started preparation for the celebration of International Women's Day, and handed over Karte Mamorin and Bibi Sarwari Sangari parks to KM for public opening ceremonies. Furthermore, KCI developed designs of the new parks for the third project year and conducted a "Financial Report Analysis" course for 25 Directors General and District Directors. The Public Information and Relations Center (PIRC), developed by KCI, has been providing information and assistance to citizens daily, with an average of 124 visitors per day. The PIRC employees offer specialized assistance by providing guidance and helping citizens fill out appropriate forms. Overall, KCI's efforts have contributed to improved municipal services, increased revenue generation, and enhanced financial accountability in Kabul. The initiative's focus on capacity building, service delivery, and revenue generation has led to significant progress in the past month. KCI's continued support to Kabul Municipality has enabled the municipality to improve its services, increase revenue, and enhance financial accountability. The initiative's success is evident in the improved services provided to citizens, the increased adoption of digital records, and the enhanced transparency and accountability in municipal governance.
