Abstract
The project aims to improve the country's power infrastructure, particularly in the Kandahar and Helmand provinces. The project design manual, titled "Project Design Manual Power Delivery," outlines the electrical and civil/structural design criteria for the construction of new substations, transmission lines, and distribution systems. The manual emphasizes the importance of adhering to local laws and regulations, as well as international standards and codes. The design and specification of work shall be in accordance with the latest editions of IEC and ISO Standards, or national standards such as ANSI, ASA, ASTM, BW, EN, IEEE, NEMA, or VDE + DIN. The project shall also be in accordance with USAID Guidelines and OSHA regulations. The manual provides detailed design criteria for various components of the power delivery system, including substations, transmission lines, and distribution systems. For substations, the manual outlines design criteria for site surfacing, grading and drainage, perimeter wall and safety fence, substation steel structures, foundations, oil containment, fire containment wall, substation earthing, substation raceway system, substation equipment electrical ratings, electrical clearances and spacing, substation bus design criteria, insulation coordination, electrical enclosures, lighting, protective relaying and metering, and substation equipment technical data. For transmission lines, the manual outlines design criteria for general considerations, codes and standards, mechanical loading, overload capacity factors, conductors, shield wire, and OPGW, structures, foundations, blowout restrictions, clearances, conductor spacing, grounding, insulators and support hardware, line route, and 110 kV transmission line plan and profile drawings. The manual also provides design criteria for distribution systems, including prestressed concrete pole, insulators, recloser, aluminum conductor steel reinforced (ACSR), disconnect switch, and surge arrester. The manual emphasizes the importance of adhering to local safety laws and regulations, as well as international standards and codes, to reduce hazards to labor. The project design manual is a comprehensive guide for the design and construction of the Kandahar Helmand Power Project. It provides detailed design criteria for various components of the power delivery system, ensuring that the project is built to international standards and codes, and meets the needs of the people of Afghanistan.
