Abstract
The plan includes information regarding food services operations, facilities maintenance activities, and scope. This plan is submitted to USAID for review and acceptance, in accordance with the WO-LT-0093 Kajaki CMS Work Plan, approved on January 9, 2016. The Kandahar Operations Support Base (OSB) is located on the Amtex complex, adjacent to Kandahar International Airport. Amtex will provide all personnel and food in support of the catering services to expatriate and local national personnel at the Kandahar Operations Support Base. The scope of services includes provision of drinking water, perishable and non-perishable food items, all facilities and installations, utilities, consumables, accommodation, and life support at Kandahar. Food services will be provided seven days a week, three times a day, to include breakfast, lunch, and dinner. Amtex will be responsible for the purchase and payment of all food products. Accommodations will be provided for all personnel according to permanent or resident status, with access to offices, operations room, Wi-Fi internet, washing and showering facilities, laundry facilities, and three meals per day. The Kandahar Airfield Operations Base is located on the Amtex Compound, within 4 kilometers of the primary Helicopter Landing Zone (HLZ). The Kandahar Operations Manager and his support staff are responsible for coordinating all air movements, including preparing Air Tasking Orders (ATO), receiving and processing travel request forms, coordinating all personnel movements, and receiving, preparing, and staging cargo. Transportation within the airfield is facilitated by Commander Kandahar Airfield (COMKAF) badging and executed by armored vehicles. Transportation outside the airfield for procurement purposes is conducted with soft-skinned vehicles by local nationals. Transportation to and from Kajaki is accomplished via helicopter, with the Mi8-MTV HLZ located on J-Ramp. The Kandahar Operations Support Base Plan includes a laydown area for contractor-specific equipment and materials, which is stored and secured at the 77 Construction laydown yard. Amtex provides laydown within the Amtex compound for Tetra Tech-specific materials and equipment. The plan also includes a transportation plan, which outlines the procedures for transportation within and outside the airfield. The Kandahar Operations Support Base Plan is a critical component of the Kajaki Construction Management Services (CMS) project, which aims to provide support services to the Kajaki Dam project in Helmand Province, Afghanistan. The plan outlines the scope of services, responsibilities, and procedures for the Kandahar Operations Support Base, which will provide food services, accommodations, and life support to expatriate and local national personnel.
