Abstract
The program aims to increase effectiveness and efficiency of development assistance in the Karamoja region. KRSU 2 emphasizes the use of existing and new evidence to guide policy and programming in Karamoja, working closely with the Government of Uganda (GOU) to strengthen their coordination capacity. The program has three objectives: Objective 1: Turn Evidence into Action, Objective 2: Promote and Foster Collective Action, and Objective 3: Improve GOU Coordination to Implement Development Plans. The program's work plan for the second year (2021) includes several activities, including learning and dissemination sessions, facilitation of learning events, and support to the Ministry for Karamoja Affairs (MfKA) to operationalize the Karamoja Integrated Development Plan III (KIDP). During the third quarter of 2021, KRSU 2 implemented several activities, including providing technical support to coordination activities, facilitating presentations to development partners, and completing a report on disaster management capacity in Karamoja. The program also faced challenges due to the second wave of COVID-19, which resulted in a total lockdown and restrictions on travel. Key accomplishments during the quarter includes the completion of a report on disaster management capacity in Karamoja, facilitation of presentations to development partners, and provision of technical support to coordination activities. The program also continued to support the Ministry for Karamoja Affairs (MfKA) to operationalize the Karamoja Integrated Development Plan III (KIDP). The program's progress against work-plan deliverables is presented in Annex 1. The report highlights the implementation progress of the KRSU 2 for the third quarter of the second year work plan covering April to June 2021. The Karamoja Development Partners Group (KDPG) continued to be a key coordination platform for development partners in Karamoja. The group met regularly to discuss development priorities and challenges in the region. KRSU 2 provided technical support to the KDPG, facilitating learning and dissemination sessions, and promoting networking among Karamoja-based agencies and staff. The program also supported the Ministry for Karamoja Affairs (MfKA) to operationalize the Karamoja Integrated Development Plan III (KIDP).
