The Karamoja Resilience Support Unit II (KRSU II) is a five-year program implemented by Tufts University, funded by USAID/Uganda and the Embassy of Ireland in Uganda.

Abstract
The program aims to increase the effectiveness and efficiency of development assistance in the Karamoja region. KRSU II emphasizes the use of existing and new evidence to guide policy and programming in Karamoja and works closely with the Government of Uganda (GOU) to strengthen their capacity for coordination. The program has three objectives: Objective 1, Turn Evidence into Action, which involves generating and disseminating new evidence to inform GOU, donors, partners, USAID, and other stakeholders, and guide development planning and delivery in Karamoja. Objective 2, Promote and Foster Collective Action, supports coordination of GOU, development actors, and humanitarian partners, including support to and promotion of Karamoja networks of agencies and staff. Objective 3, Improve GOU Coordination to Implement Development Plans, broadens support to the Ministry of Karamoja Affairs (MfKA) to better coordinate with district and sub-county leadership to operationalize the Karamoja Integrated Development Plan III (KIDP). During the first quarter of the fourth year of the program, covering October to December 2022, KRSU II completed a real-time review of the 2022 humanitarian crisis response in Karamoja. The assessment was completed in October 2022 and the findings were shared at the Karamoja Development Partners Group meeting. The report and an evidence brief were disseminated to a wide range of stakeholders during the quarter. KRSU II also organized a Regional Stakeholder consultative workshop with a theme 'Decreasing Barriers and Improving Inclusions for Girls Education in Karamoja'. The workshop was attended by over 60 participants, including representatives from the Embassy of Ireland, the Ministry of Education, district local governments, NGOs, and local civil society organizations. The workshop aimed to decrease barriers and improve inclusions for girls' education in Karamoja. In addition, KRSU II provided technical support to the Karamoja Development Partners Group (KDPG) special sessions, operational, secretarial, and logistical support. The unit also facilitated joint strategies, approaches, and practices among stakeholders. Furthermore, KRSU II provided organizational and technical support to the Ministry for Karamoja Affairs (MfKA) to operationalize coordination structures and M&E functions. The KRSU II works closely with various stakeholders, including the Government of Uganda, development actors, humanitarian partners, and local civil society organizations. The unit's efforts aim to strengthen the capacity of the GOU to coordinate development assistance in the Karamoja region and improve the effectiveness and efficiency of development programs. The program's progress against work-plan deliverables is presented in Annex 1. The KRSU II continues to work towards its objectives, generating and disseminating new evidence, promoting collective action, and improving GOU coordination to implement development plans in Karamoja.
