Program/project to support health policy reforms in Kenya aimed at reallocating funds in favor of preventive/primary health services and introducing cost sharing and other mechanisms that will increase overall health sector financial resources.

Abstract
The program will provide $9.7 million in direct support to the Government of Kenya (GOK). Key reforms to be undertaken include: (1) establishment of a clear policy on cost sharing (e.g., user fees and insurance reforms) in public health facilities, including Kenyatta National Hospital; (2) establishment of a policy permitting at least half of revenues from cost sharing to be retained by provider facilities, with the balance to be used for preventive/primary health services; (3) reforms in the National Hospital Insurance Fund to establish progressive fee structures, introduce employer contributions, and increase reimbursement levels; and (4) an increased level of non-donor financing for preventive/primary services. Complementary funds ($5.3 million) will be provided under a Project Grant Agreement for TA and training, studies, evaluations, and audits. PP Amendment of 8/13/93 extends the project grant to 8/95, continuing existing TA in the areas of primary and preventive health care, while addressing more fully two issues: (1) financing clinical family planning services through user fees and insurance reimbursement; and (2) examining the potential for National Hospital Insurance Fund reimbursement for hospitalization of HIV/AIDS patients, when required.
