Abstract
PES covers the period 7/79-11/81 and is based on an attached special evaluation (XD-AAL-160-A). The following issues are unresolved: the lack of a methodology to measure health impact and Community Health Worker (CHW) performance; the lack of a plan to incorporate the Kibwezi Rural Health Scheme into the Government of Kenya health structure; and the question of CHW renumeration. Action decisions are for AMREF to: establish CHW performance criteria; delineate linkages between Ministry of Health staff and community health systems; develop a method to measure the health impacts of AMREF projects; submit budget expenditures broken down by donors; submit a revised implementation plan and a budget for Mission review; and continue to explain to the community its responsibility for CHW support.
