Abstract
Evaluation covers the period 2/79-7/81; no methodology is stated. After USAID/K found the 11/80 mid-term evaluation by CODEL, the contractor, unacceptable and requested a re-evaluation, CODEL hired two consultants who prepared a new evaluation (PD-AAJ-167) in 8/81. According to the new evaluation, the project is proceeding on schedule, with emphasis on immunization and curative services. Four mobile health units (MHU) are fully operational and vehicles well maintained. Of children under 5 years of age, 19.6% are being covered at an estimated cost per patient visit of $2.20. The authors of the new evaluation proposed a plan for collecting basic health data -- an activity which will be essential to measure the impact of the second half of the project -- and recommended that additional staff be assigned for preventive care activities. The authors did not, however, analyze project expenditures and so provided no basis for reallocating budget resources. After reviewing the new evaluation, USAID/K recommended that CODEL: (1) submit a revised budget (and implementation plan, if necessary), as well as a plan for phasing over the project to the Government of Kenya or mission hospitals (possibly in connection with the Kitui Rural Health Services Project); (2) monitor data collection closely for purposes of a final evaluation; (3) continue to collect cost data on mobile health units, including cost per beneficiary year; (4) submit a proposal by 3/15/82 for any follow-on activity, with the stipulation that this activity focus on preventive and promotive health care, training in the management and staff of mobile health units, and promotion of national family planning; and (5) submit a plan to increase the impact of mobile health unit activities on health education.
