Abstract
PES covers the period 8/81-9/82 and consists of a facesheet attached to a final evaluation (XD-AAM-727-A). Three unresolved issues are identified: (1) lack of sufficient data to analyze morbidity; (2) lack of community involvement; and (3) lack of use of women"s groups. USAID/K recommends that the design of the Phase II proposal be integrated with the Kitui Rural Health Services Project (615-0206) to include: (1) discussion by USAID/K and Coordination in Development (CODEL) of the design of Phase II, in an effort to ameliorate shortcomings and include evaluation findings; (2) development of a community health worker system; (3) a study of the possibility of including pilot fee for service scheme; and (4) development of an appropriate evaluation methodology.
