Abstract
The workshop aimed to develop the capacity of Transaction Managers (TMs) in the areas of Human Resource Management (HRM) and Labor Relations. The TMs were requested to bring their copies of respective Terms of Reference (TORs) and job descriptions to the workshop. The workshop spanned two days, with each day consisting of three hours of interactive activities. The first day focused on understanding the roles of TMs and Facilitators/Assessors (FAs), which are prerequisites to reaching a uniform, standardized analytical approach in the reports of FAs. The TMs were of the view that there were gaps in this area and these needed to be understood well by the TMs. The second day focused on TORs, deliverables, HRM, and Labor areas, and how all these interact and connect with FAs reports. The TMs were required to work in groups on some areas of focus imperative as a foundation for TMs. The second half of the workshop focused on checklists which can be made to support TMs work on HRM and Labor. These checklists and the possible areas to be covered within the checklists were discussed in detail, and the TMs provided strong and precise feedback at this stage. The workshop was facilitated by Alia Zafar, Lead HRM and Labor, Crown Agents. The facilitator's guide outlined the objectives, content, and methodology of the workshop. The workshop was designed to be highly interactive, with activities that create a step-by-step ladder towards understanding the spectrum of workflows as they relate to the work of TMs. The workshop covered various aspects of HRM and Labor Relations, including Recruitment and Selection, Workforce Planning, Retention, Training & Development, Compensation & Benefits, Employee Relations, Workforce Demographics, HR Efficiency, Organizational Productivity, Labor Relations Report, Employee Issues Report, Culture, Rewards & Recognition, Performance Management, and Training and Development. The workshop aimed to provide a unified direction for going forward with HRM and Labor areas and to equip the TMs with the necessary knowledge and skills to perform their roles effectively. The workshop was designed to be a safe environment for the TMs to practice and share their experiences with others to help them increase their knowledge and take the material back to use in the workplace. The workshop was attended by Transaction Managers, Secretary Privatisation Commission, D.G. Privatisation Commission, Deputy Director Privatisation Commission, and Chief of Party, Crown Agents. The workshop was expected to be highly interactive and focused on providing a unified direction for going forward with HRM and Labor areas.
