Abstract
The main objective of the workshop was to prepare the participants in understanding the structure and functions of the oil and gas industry in Pakistan, the regulatory regime, and the requirements for capital market transactions with reference to the oil and gas industry. The workshop was attended by all transaction managers and consultants of the Privatisation Commission of Pakistan, as well as the Chief of the Party Crown Agents & Consultants of Crown Agents. The facilitator, Muhammad Rafi, Senior Sector Specialist (Oil & Gas), explained the objectives of the workshop and highlighted the structure of the oil and gas sector in Pakistan, including the Ministry of Petroleum & Natural Resources (MP&NR), various directorates of MP&NR, Oil & Gas Regulatory Authority (OGRA), upstream, midstream, and downstream. The presentation covered the Pakistan's upstream, midstream, and downstream oil and gas value chain, companies operating in these sectors, and the functions of different directorates of MP&NR and OGRA. The facilitator also explained the flow of gas and oil from producer/importer to end-consumer, GOP's shareholding in the upstream, midstream, and downstream public sector companies, and important steps/points in the capital market transactions of E & P companies. The participants took keen interest in the presentation, particularly in the video of LNG ship and LNG receiving operations at the sea-port and re-gasification process. The question-answer session also went very lively, with participants asking questions to clarify their concepts on the functioning of various entities in the sector and operations of upstream, midstream, and downstream. The participants highly appreciated the flow diagrams of oil and gas right from the producers/importers to the end-users. The workshop was helpful in creating awareness among the participants about the recent developments in the oil and gas sector of Pakistan. The participants also appreciated the learning techniques used during the workshop, which were effective in conveying the complex information about the oil and gas sector. The feedback analysis revealed that the participants found the content of the workshop to be relevant and informative, and that they gained useful information from the workshop. The participants also suggested that they would like to learn more about communication, privatization techniques, and other capacity building areas in the future. The workshop was a success in achieving its objectives, and it provided a platform for the participants to learn about the structure and functions of the oil and gas industry in Pakistan, the regulatory regime, and the requirements for capital market transactions with reference to the oil and gas industry. The workshop also highlighted the importance of the oil and gas sector in the economy of Pakistan and the recent developments in the sector.
