LAC crop credit insurance systems

Evaluation covers the period 8/78-4/81 and consists of a PES facesheet attached to a special evaluation (XD-AAJ-280-A). It is recommended that A.I.D. restructure and refinance the project, necessitating changes in both the project"s design and implementation plan. Specifically, this will entail: (1) assessing and redefining project objectives and scope; (2) developing a complementary strategy, based on an improved crop insurance model and a new scope of work and work plan, including operating conditions such as approval of proposed personnel, equipment, services, and location; (3) planning for a post-pilot phase of the project; and (4) identifying new means of financing both present and follow-up project activities.
