Project to increase the rate of land mapping, titling, and registration (LMTR) in rural Indonesia, improve the effectiveness of land administration, and demonstrate the benefits of LMTR for the rural population.

Abstract
The Directorate of Land Registration (DLR) within the Directorate General of Agraria (DGA) will implement the project. DLR will develop cost- and time-effective methods of LMTR by conducting pilot projects (PP) at three sites in Central Java, South Sulawesi, and West Sumatra. In the first phase, each PP will implement, monitor, and evaluate new/modified methods of LMTR; subsequently, each will be enlarged yearly to encompass an adjoining area and to incorporate desirable modifications. Mapping methods - photogrammetrical vs. terrestrial survey - will be compared at the same time titling and registration are carried out; other systems that may be tested in the first year are variable scale mapping, map record keeping, use of private firms to conduct ground surveys, and a computer-compatible and simplified document and record system. If possible, the PP"s will complement other development projects in the area. At the project"s end, it is expected that a tested/evaluated system of LMTR will be on-line and ready for implementation on a large scale, and that DGA will propose an expanded follow-on project. TA, to be provided by a U.S. contractor, will help improve DGA"s organizational structure and operating procedures by analyzing current LMTR practices and system utilization problems, examining DGA"s relations with other government departments, reviewing current land laws, and conducting computerization feasibility studies. A long-term advisor will design and direct research into the socioeconomic impact of LMTR on the rural poor, and train Indonesian social scientists to conduct such analyses. The contractor will also analyze manpower needs and arrange for training: 10 DGA personnel will receive U.S. or third-country training in computer programming and photographic reproduction; 12 senior/mid-level officials will participate in observation tours; and 4 DGA personnel will receive long-term in-country training in, respectively, photogrammetric operation, cartography, surveying, and geodetic engineering. Short-term training will be designed to address immediate needs of the PP"s.
