Abstract
The lack of secure and negotiable property rights has negative impacts on economic empowerment, governance, biodiversity, and sustainable resource use, including parks and mineral resources. In contrast, robust and secure rights contribute to economic growth, peaceful societies, and sustainable use of land, water, and other resources. The USAID Property Rights and Resource Governance (PRRG) Task Order aims to address property rights reform in USAID-operating countries. The objectives of this task order include transferring lessons learned in property rights and natural resource management, developing curricula and offering courses on LTPR issues, conducting studies on land and resource tenure and redistributive reforms, and developing and testing impact assessment tools for property rights reform. The LTPR impact assessment tool is designed to assess the impact of property rights reform on economic growth, governance, and sustainable resource use. The tool involves a conceptual map that outlines the principal outcomes of property rights reform, including economic empowerment, governance, and sustainable resource use. The assessment team is responsible for selecting indicators, deciding on information sources, and selecting stakeholders and consultants. The LTPR impact assessment tool is a comprehensive tool that involves designing methods and implementation, analyzing information, reporting results, and catalyzing learning. The tool is designed to be flexible and adaptable to different contexts and countries. The assessment team must complete work plans and allocate resources to ensure the successful implementation of the assessment. The LTPR impact assessment tool is an essential tool for USAID missions and operating units to assess the tenure landscape and support property rights reform activities. The tool is designed to provide technical support to USAID missions and operating units to evaluate property rights reform activities and provide recommendations for improvement. The LTPR impact assessment tool is a critical component of USAID's efforts to address property rights reform in developing countries.
