Abstract
The proposed law aimed to promote and develop bioenergetics in Mexico. The initiative was presented to the group of working dependencies, which provided feedback and reached agreements on the proposal. The proposed law consisted of five titles and various chapters. Title I, Disposiciones Generales, outlined the general provisions of the law. Title II, DE LAS AUTORIDADES Y LA COORDINACIÓN ENTRE LOS GOBIERNOS FEDERAL, ESTATALES Y MUNICIPALES, established the authorities and coordination between the federal, state, and municipal governments. The law also created a Comisión Intersecretarial para el Desarrollo de los Bioenergéticos, which was responsible for coordinating the development of bioenergetics. Title III, DE LOS INSTRUMENTOS PARA EL DESARROLLO Y PROMOCIÓN DE LOS BIOENERGÉTICOS, outlined the instruments for the development and promotion of bioenergetics. These instruments included research and training programs, as well as the creation of a registry of biocombustible permit holders. Title IV, DE LOS PROCEDIMIENTOS, INFRACCIONES Y SANCIONES, established the procedures, infractions, and sanctions for the law. The proposed law also established a Ley para el Aprovechamiento Sustentable de los Biocombustibles, which consisted of five titles. Title Primero, DISPOSICIONES GENERALES, outlined the general provisions of the law. Title Segundo, DE LAS AUTORIDADES COMPETENTES Y DE LA COORDINACIÓN, established the authorities and coordination between the federal, state, and municipal governments. Title Tercero, DE LOS INSTRUMENTOS PARA EL APROVECHAMIENTO SUSTENTABLE DE LOS BIOCOMBUSTIBLES, outlined the instruments for the sustainable use of biocombustibles. The law also established a Comisión Intersecretarial para el Aprovechamiento Sustentable de los Biocombustibles, which was responsible for coordinating the development of biocombustibles. The commission was tasked with creating a strategy for the production of biomass and the sustainable use of biocombustibles. The law also established programs for the sustainable production of biomass for biocombustibles and a program for the sustainable use of biocombustibles. The proposed law aimed to promote the development of bioenergetics in Mexico, while ensuring the sustainable use of biocombustibles. The law established a framework for the coordination between the federal, state, and municipal governments, as well as the creation of a registry of biocombustible permit holders. The law also established procedures for the issuance of permits and the imposition of sanctions for infractions.
