Abstract
The program aimed to support the identification, design, and implementation of USAID activities in the country. The PD&S funds were allocated to finance various activities, including surveys of customer attitudes and opinions, strategy-related studies, and development of programs or activities. The uses of PD&S funds were categorized into several areas, including customer relations efforts, strategy-related studies, and development of programs or activities. The funds were also allocated for small research activities, general purpose activities such as seminars and workshops, and evaluations and closeout activities. Additionally, the funds were used for pre-activity or pre-program implementation costs, costs associated with monitoring or auditing program assistance activities, and travel or short-term training costs of host country public or private sector, counterpart, and/or non-government institutions. The Government of Jamaica contributed to the program through in-kind participation of its personnel on program activities, such as designs, evaluations, seminars, and workshops. The PD&S funds were not used for commodity procurement, except for incidental procurement of expendable items in connection with procurement of services that were otherwise permissible under the guidance. The program also had specific provisions regarding the duration and amount of activities that could be funded, with activities exceeding one year's duration or exceeding $500,000 requiring justification and approval from the Mission Director or USAID/W equivalent. The PD&S initiative was designed to support the development of programs or activities that would lead to the exploration of new strategic directions or the final design of a program or activity. The program's focus on customer relations efforts, strategy-related studies, and development of programs or activities aimed to enhance policy dialogue efforts and lead to a better understanding of institutional or technical constraints. The initiative's emphasis on in-kind participation from the Government of Jamaica personnel and the specific provisions regarding the use of PD&S funds aimed to ensure the effective and efficient use of resources in support of USAID activities in Jamaica.
