Abstract
The legislation is designed to promote energy efficiency and reduce energy consumption among obligated parties, such as energy distributors and retail energy sales companies. The scheme requires obligated parties to deliver a specified amount of energy savings at the customer end, which they fund through tariffs or prices. The Energy Policy Activity (EPA) in Bosnia and Herzegovina, implemented by Advanced Engineering Associates International, Inc. (AEAI), has developed an Energy Efficiency Obligation (EEO) model for the country. The EEO model describes the basic premise of energy efficiency obligation schemes, explains the administrative and financial framework, and provides a monitoring and verification methodology. The model also includes a catalogue of acceptable energy efficiency measures that can be applied. The amendments to the Entity energy efficiency laws, drafted during the previous period, provide a minimum legal basis for the introduction of energy efficiency obligation schemes in Bosnia and Herzegovina. The amendments regulate the definition of energy efficiency obligation schemes, determining the targeted energy savings, introduction of the EEO fee, and prescribing the necessary regulations and determining the competent authorities for their adoption. The Decree/Regulation on implementation of the energy efficiency obligation scheme is a key component of the EEO model, prescribing the functioning of the obligation schemes in detail. The Decree/Regulation regulates the obligated parties covered by the energy efficiency obligation scheme, method for achieving the end-use energy savings target, type of selected energy products covered by the obligation scheme, and method and start of collection of the energy efficiency obligation scheme fee from final energy customers. The Rulebook on supervision of obligated parties, Rulebook on the methodology for calculating energy efficiency obligation scheme fees, Rulebook on the selection of programs and beneficiaries of the energy efficiency obligation scheme, and Rulebook on acceptable energy efficiency obligation scheme measures are also part of the EEO legislation. These documents provide further details on the implementation of the EEO model and the regulation of energy efficiency obligation schemes in Bosnia and Herzegovina. The Energy Policy Activity will continue to develop the EEO model by refining it to better suit the Bosnia and Herzegovina context, drafting the remaining necessary secondary legislation, and providing technical assistance to the BiH authorities in implementing the EEO model. The ultimate goal of the EEO scheme is to promote energy efficiency, reduce energy consumption, and mitigate climate change in Bosnia and Herzegovina.
