Abstract
The program aimed to enhance the skills of linemen in working on live lines, reducing power outages and losses, and improving the reliable delivery of electricity to consumers. The LLM training program was conducted from February to September 2015, and 40 linemen from Lahore Electric Supply Company (LESCO), Quetta Electric Supply Company (QESCO), Multan Electric Power Company (MEPCO), and Sukkur Electric Power Company (SEPCO) participated in the training. Each DISCO developed a dedicated LLM crew to work on live lines using new hot stick tools, maintenance techniques, and trailers. The training program consisted of 14 weeks of intensive training, including 4 weeks of in-class training focused on health and safety standards and 10 weeks of extensive field-based training, including supervision, on-the-job practice with hot-stick tools, and bare hand maintenance techniques. The participants received new hot stick tools and trailers, and the program aimed to reduce power outages and losses by avoiding shutdowns for maintenance and repairs. The assessment report highlights the success of the LLM training program, with participants expressing satisfaction with the training and recommending improvements for future programs. The recommendations included translating the training material into Urdu for better conceptual understanding, increasing the duration of the in-classroom training course from three to four weeks, and improving monitoring by conducting frequent technical visits to assess linemen's learning abilities during the field-based training. The assessment also reviewed the background on LLM training, participant feedback, and recommendations provided by participants, their supervisors, and the Monitoring and Evaluation (M&E) Team. The M&E Team conducted a post-LLM training assessment in May and September 2015 to identify program results, challenges, and sustainability. The assessment consisted of two steps: feedback forms completed in person with M&E team members and sound bites collected from participants and training center representatives. The objective of the training was to highlight achieved results, identify challenges faced, take necessary actions based on feedback provided by linemen, and conduct a sustainability assessment for future and similar trainings. The assessment report provides valuable insights into the success of the LLM training program and recommendations for future improvements. The four DISCOs that participated in the training program have a trained crew to work on live lines, and the program has reduced the number of bottlenecks by avoiding shutdowns for maintenance and repairs. The assessment report highlights the importance of continued monitoring and evaluation to ensure the sustainability of the program and to identify areas for improvement.
