Abstract
Various host country governments will provide contributions in cash and in kind, and private donations and international organization support from numerous sources will be utilized. This project is divided into two components, an organizational component to strengthen the institutional capacity of IVS in the areas of project design and management, and a program component to utilize this new capacity in LDC development efforts. In the first component, IVS will expand its organization of volunteers and staff working in priority project positions in Latin America, Africa, and Asia. In addition to the 30 volunteers and staff now in place, 50 new persons will be recruited, trained, and placed in these project positions. IVS"s organizational capacity to maintain current AID funded programs in Laos, Bangladesh, and Yemen, and to expand its programs beyond the 80 positions mentioned above, will also be strengthened. Finally, IVS staff at both the Washington and field levels will receive training in project planning, implementation, and evaluation. In the second component, IVS will improve the capacity of host country technical service personnel of appropriate sectors to diffuse technical information and provide other assistance to the people in the target area on a regular basis, and will also improve LDC private sector response to development needs. Specifically, IVS will provide on-the-job training for LDC technicians working with local agricultural, health, educational, cooperative, and rural credit institutions, as well as training programs for middle and lower level technicians. In addition, IVS will provide advisory services in human resource development, especially to meet skilled manpower needs, and in other areas. Project beneficiaries will include IVS, with an increased organizational capability, the volunteer LDC technicians which it then trains, and the local institutions strengthened.
