Abstract
played a major role in the 1986-87 multidonor campaign to fight locust swarms which threatened much of the African continent. On the basis of this experience, the guidelines presented herein were established for Mission management of locust and grasshopper control programs. Chapters I and II present background information to help in identifying the problem and explain current A.I.D. policies and strategies, including A.I.D. action guidelines for both emergency and nonemergency situations. Chapter III describes host country and donor organizations that can work with A.I.D. to plan and implement a successful campaign. Chapter IV assesses various control strategies: (1) chemical, (2) biological, (3) cultural (early or late planting, destruction of egg pods, use of fire and smoke to repel swarms, etc.), and (4) integrated pest management. Chapter V discusses operational strategies for forming action plans. The remaining three chapters present technical information relevant to action plans: Chapter VI focuses on surveying and monitoring, while Chapters VII and VIII present guidance in selecting pesticides and equipment for aerial and ground applications.
