The Macro-Economic Stabilization and Reform (MESR) project, funded by the United States Agency for International Development (USAID), continued to support Egypt's economic reform activities during Year Two, Quarter Two.

Abstract
The project engaged with primary stakeholders, the Ministry of Finance (MOF) and Ministry of Planning, Monitoring, and Administrative Reform (MPMAR), to implement macro-economic best practices. Key efforts during this quarter focused on program-based budgeting (PBB), a process that enables the Government of Egypt (GOE) to improve the effectiveness and efficiency of its budgeting process by shifting to performance goals and the investments required to achieve them. MESR conducted a budget study tour to the U.S. for Egypt Parliament's Budget and Planning Committee and officials from the MOF and MPMAR. This event brought together MOF and MPMAR officials, as well as Members of Parliament (MPs), to jointly learn from best practices and gain international experience on budget topics and to discuss PBB implementation issues. In further support to PBB, MESR provided extensive technical assistance to the MOF, MPMAR, and selected line ministries to support the GOE's efforts to implement PBB. This included organizing workshops and conferences. MESR also supported the MOF in its ongoing efforts to draft a PBB Manual, including a chapter on gender-responsive budgeting. The project's efforts to support PBB implementation were notable, with MESR establishing strong relationships with MPs and GOE officials, particularly with officials from the MOF General Budget Department, which is leading the transition to PBB. The project's support for PBB is expected to have a significant impact on the GOE's budgeting process, enabling it to make more informed decisions and allocate resources more effectively. In addition to PBB, the project continued to engage with its stakeholders to implement macro-economic best practices. This included providing technical assistance to the MOF and MPMAR on various topics, such as public financial management and budgeting.
