Abstract
Evaluation covers the period 5/79-6/80 and is based on a Mission review of two attached evaluations, a 1979 PES (PD-AAD-841-A1) and 1980 audit (PD-AAF-886-B1). The terminal disbursement date was extended one year to allow for funding of research, local costs in Central Java, and commodities to be used for DDT. Additional houses have been sprayed with insecticides to reduce malaria. Emergency anti-malaria attack measures have been successfully carried out in Central Java. Cases of malaria have decreased 70% in Wonosobo and 78% in Banjarnegara. This is primarily due to intensified case detection measures and treatment, as well as the administration of 12 rounds of Fenitrothion and Malathion in 138 villages. The Ministry of Health (MOH) is preparing plans to utilize additional authorized funds for research purposes. Problems associated with project implementation include unsatisfactory documentation of expenditures and reserving funds in violation of A.I.D. regulations. A lesson learned is that funds for local costs should only be advanced after consulting the implementing agency regarding its need for the funds during the designated time frame and with regard to their performance in project management and documentation of expenses. It is recommended that the advance of the remaining unexpended funds be approved for the special malaria control subproject in Central Java and that plans be submitted and approved for the use of the authorized funds for local costs. In addition, the recommendations of the 5/80 audit report should be closed. These recommendations included obtaining assistance from the World Health Organization to assess the safety and health risks of the spraying activities; assuring proper usage by MOH of project jeeps; advising the GOI to plan and budget for providing warehouses for DDT storage; and informing the GOI that spraying expenses incurred prior to 12/79 will not be funded under this project.
