Abstract
The report covers the period 11/88-1990. The program provided about 20,000 MT of U.S. wheat to the Government of Zimbabwe in exchange for the provision of 20,000 MT of Zimbabwe white maize to Malawi. This trilateral program was the best implemented of any USAID/Malawi food agreements. The maize was milled and distributed to the approximately 640,000 refugees within a period of three months with no appreciable loss. In addition, 3,000 MT of maize which had been diverted from a previous Malawian relief program was returned for distribution to about 400,000 Malawian victims of drought in the lower Shire Valley and mealy bug infestation in the North. The program"s success was due to good planning and communications; experience gained by all parties through previous food aid agreements; and a lack of major difficulties with maize transportation or storage. Transshipments to Malawi set a low loss record, with only 0.16 MT lost out of 15,000 MT.
