Abstract
HIGH LEVEL OF SUPPORT FOR TRAINING ACTIVITIES REPORTED FROM BOTH TRAINEES AND GOVERNMENT OFFICIALS. RECOMMENDATIONS INCLUDE LENGTHENING PROGRAM, PROVIDING MORE PRE-TRAINING INFORMATION, MAKING TRAINING LESS GENERAL, AND MAKING LEVEL OF TRAINING MORE ADVANCED. ALL TRAINED PERSONNEL ARE FUNCTIONING IN THE MANAGEMENT ROLES THEY PREVIOUSLY OCCUPIED, OR HAVE BEEN PROMOTED. FURTHERMORE, TRAINED PERSONNEL SEEM TO BE PASSING ON AT LEAST A PORTION OF THEIR NEW KNOWLEDGE TO COLLEAGUES AND SUBORDINATES. NEPALESE GOVERNMENT HAS DEVELOPED A SYSTEM FOR IDENTIFYING TRAINING NEEDS, BUT HAS NOT DEVELOPED IN-COUNTRY TRAINING PROGRAMS DUE TO FINANCIAL LIMITATIONS AND BELIEF THAT EXPOSURE TO WESTERN CULTURE AND EDUCATIONAL SYSTEMS IS BENEFICIAL TO TRAINEES. THIS PROJECT HAS DEMONSTRATED THAT THE GOVT OF NEPAL HAS THE CAPABILITY TO CARRY OUT THE FUNDAMENTAL MANAGEMENT OF SUCH A TRAINING PROGRAM AS THIS. IT HAS ALSO BEEN DEMONSTRATED THAT THE GON IS NOT PREPARED TO SET UP A BLANKET TRAINING ORGANIZATION TO PROCESS ALL TRAINEES, REGARDLESS OF FUNDING SOURCE. THE PROJECT ALSO DEMONSTRATED THAT THE DEVELOPMENT OF AN IN-COUNTRY TRAINING CAPABILITY REQUIRES MORE PLANNING, MORE ATTENTION BY GON, AND MORE IN THE WAY OF RESOURCES THAN THIS PROJECT PROVIDED. THE LESSON TO BE LEARNED FROM THIS IS THAT IF A PROJECT IS TO SUCCEED IN PROVIDING IN-COUNTRY TRAINING, THE DETAILS OF SUCH TRAINING MUST BE VERY CAREFULLY WORKED OUT PRIOR TO PROJECT IMPLEMENTATION.
