Abstract
PROJECT PROVIDES AN ANNUAL GRANT AMOUNT TO SUPPORT AS MANY TRAINEES AS POSSIBLE IN EITHER PARTICIPANT TRAINING (GRADUATE LEVEL DEGREE OR NON-DEGREE) PROGRAMS IN THE US OR ELSEWHERE OR IN-COUNTRY TRAINING ORBOTH. PROJECT IS ADMINISTERED BY THE MANPOWER DIVISION OF THE GON NATIONAL PLANNING COMMISSION (NPC/MD). THE NPC/MD IS RESPONSIBLE FOR PREPARING ANNUAL TRAINING PLANS BASED ON THE RESULTS OF SURVEYS CONDUCTED WITHIN DEVELOPMENTAL INSTITUTIONS INQUIRING ABOUT THE TRAINING NEEDS OF THE INSTITUTIONS AND WHETHER SUCH TRAINING WOULD BEST BE PRESENTABLE IN THE COUNTRY OR ABROAD. IF PARTICIPANT TRAINING IS DESIRED THE NPC/MD, ASSISTED BY AID, THEREUPON INVESTIGATES THE POSSIBLE LOCALES FOR THE TRAINING. CANDIDATES FOR THE TRAINING ARE SELECTED BY THE MINISTRY OR INSTITUTE SELECTION COMMITTEES, SCREENED BY THE NPC/MD, AND PROCESSED BY USAID. FINAL ACCEPTANCE OF THE CANDIDATES RESTS WITH THE PARTICIPATING TRAINING INSTITUTIONS. AID FUNDING ALSO PROVIDES 1 LIAISON OFFICER TO WORK WITH THE NPC/MD IN ADMINISTERING THE PROJECT, TO ASSIST THE GON IN IDENTIFYING TRAINING NEEDS, AND TO SERVE AS A LIAISON BETWEEN THE GON & USAID TRAINING OFFICE. IF IN-COUNTRY TRAINING IS REQUIRED BY THE ANNUAL TRAINING PLAN, AID WILL CONTRACT SHORT-TERM CONSULTANTS TO PROVIDE SUCH TRAINING. A SECONDARY & LONG-TERM PURPOSE OF THE PROJECT IS TO ASSIST THE GON IN ESTABLISHING AN INDIGENOUS CAPABILITY FOR CONDUCTING A CONTINUOUS TRAINING PROGRAM. FOR THIS REASON, AID CONFERS AS MUCH ADMINISTRATIVE RESPONSIBILITY ON THE GON AS IS POSSIBLE. THE REVISED PROP OF 8/4/75 DEEMPHASIZES THE GON ROLE IN PROCESSING INDIVIDUAL PARTICIPANTS AND INFERS THAT ALTHOUGH ALL TRAINING TO DATE HAS BEEN PARTICIPANT TRAINING, AT LEAST 1 IN-COUNTRY TRAINING PROGRAM/YR IS ANTICIPATED. THIS PROP ALSO IMPLEMENTS A REGULAR PROJECT EVALUATION TO DETERMINE: 1.THE QUALITY OF TRAINING RECEIVED 2.THE EFFECTIVENESS OF THE TRAINING AND 3.WAYS IN WHICH PROJ IMPLEMENTATION MIGHT BE IMPROVED.
