GRANT IS PROVIDED TO THE GOVT OF JAMAICA (GOJ) TO ESTABLISH AN INTEGRATED AND IMPROVED MANPOWER DEVELOPMENT SYSTEM RESPONSIVE TO GOJ"S PLANNING GOALS AND TO LABOR AND MARKET NEEDS.PROJECT CONSISTS OF 6 COMPONENTS.

Abstract
IN COMPONENT 1, THE BASE OF INFORMATION AVAILABLE ON LABOR DEMAND IN THE PUBLIC AND PRIVATE SECTORS WILL BE EXPANDED TO INCLUDE DATA ON EMPLOYMENT REQUIREMENTS AND TRAINING NEEDS. THREE SURVEYS WILL BE DESIGNED AND CONDUCTED -- ONE FOCUSING ON LARGER PRIVATE SECTOR ESTABLISHMENTS, A SECOND ON SMALLER ESTABLISHMENTS, AND A THIRD ON SMALLER FARMERS. IN COMPONENT 2, THE NATIONAL PLANNING AGENCY (NPA) WILL BE STRENGTHENED AS A PLANNING AND COORDINATING INSTITUTION BY ESTABLISHING A FORMAL INTERAGENCY INFORMATION SYSTEM AND BY UPGRADING THE KNOWLEDGE BASE OF APPROPRIATE NPA STAFF TO CONDUCT MANPOWER ANALYSES. IN COMPONENT 3, INSTITUTIONAL CAPABILITIES OF AGENCIES RESPONSIBLE FOR PROVIDING EMPLOYMENT INFO AND SELECTING TRAINING CANDIDATES WILL BE UPGRADED. FOUR ACTIVITIES WILL BE INITIATED INCLUDING: 1)DEVELOPMENT OF PACKAGES OF EMPLOYMENT-RELATED SERIVICES AND INFO; 2)DEVELOPMENT OF VOCATIONAL GUIDANCE MATERIALS; 3)DEVELOPMENT OF OCCUPATION-SPECIFIC APTITUDE TESTS; AND 4)DEVELOPMENT OF OCCUPATION-SPECIFIC PROFICIENCY TESTS. IN COMPONENT 4, A MORE RELEVANT RANGE OF OCCUPATIONAL SKILL TRAINING OPPORTUNITIES WILL BE MADE AVAILABLE TO UNEMPLOYED PERSONS, TO EMPLOYED PERSONS WHO WANT TO UPGRADE THEIR SKILLS, AND TO PERRSONS INTERESTED IN BECOMING SELF-EMPLOYED. IN COMPONENT 5, PLACEMENT ACTIVITIES WILL BE UPGRADED AND MADE MORE RELEVANT TO GRADUATES OF NON-FORMAL OCCUPATIONAL SKILLS TRAINING PROGRAMS AS WELL AS TO GRADUATES OF SECONDARY VOCATIONAL SCHOOLS. PLACEMENT CENTERS IN EACH OF THE EMPLOYMENT EXCHANGES WILL BE EXPANDED; EXCHANGE PERSONNEL WILL BE TRAINED IN JOB COUNSELING TECHNIQUES; AND STAFF WILL BE TRAINED IN METHODS OF BOTH ADMINISTERING PROFICIENCY TESTS AND REFERRING PEOPLE AS NECESSARY FOR SKILLS TRAINING. IN COMPONENT 6, QUALITY OF INFORMATION COLLECTED ON THE LABOR MARKET EXPERIENCES OF GRADUATES OF VOCATIONAL TRAINING PROGRAMS WILL BE IMPROVED.
