Abstract
The association was created in response to the need for a unified representation of the interests of the CDMYPE institutions, which were previously operated by individual universities and organizations. The CDMYPE model was adapted from the Small Business Development Centers (SBDCs) of the United States, with the support of the Comisión Nacional de la Micro y Pequeña Empresa (CONAMYPE) since 2010. The association was formed in December 2013, with the participation of CONAMYPE and the Programa de USAID para el Desarrollo de las PYME. The initial members of the association included the universities of Francisco Gavidia, José Matías Delgado, Capitán General Gerardo Barrios, Sonsonate, and Católica de El Salvador, as well as the organizations Fundación Agencia de Desarrollo Económico Local de Morazán, Asociación de Desarrollo Económico y Local de La Unión, Asociación de Proyectos Comunales de El Salvador, Asociación Desarrollo integral de la Región Cayaguanca, and Fundación para el Autodesarrollo de la Micro y Pequeña Empresa. The association's mission is to represent the collective interests of the CDMYPE institutions in relation to the improvement of services and sustainability of the centers. The vision of the association is to become a recognized national and international organization for its contribution to the consolidation and sustainability of the CDMYPE, promoting the competitiveness of micro and small enterprises. The objectives of the association include contributing to the improvement of the competitiveness of micro and small enterprises in El Salvador, coordinating with CONAMYPE to implement actions that contribute to the sustainability and strengthening of the CDMYPE network, accompanying CONAMYPE in the application of the Programa de Mejora Continua and Sistema de Acreditación de los Centros de Desarrollo de la Micro y Pequeña Empresa, and collaborating in the development of the CDMYPE. The association has established a Comité Ejecutivo, which is responsible for leading the actions aimed at creating the association, and a Comité Gestor, which represents the Asamblea and is composed of a representative from each of the CDMYPE institutions. The association has also established a clear organizational structure, which is outlined in the manual of organization and functions. The manual of organization and functions of the association is a dynamic instrument that is subject to changes and revisions as needed. The association has taken into account the aspects of codification and control of documents suggested by the system of management of quality ISO 9001-2008, and has established a clear identification of the institution, the title of the document, the code, the date of emission, the date of revision, the number of edition, and the number of pages. The association has also established a clear description of the functions of the different units of the organizational structure, which includes the Comité Ejecutivo, the Comité Gestor, and the different departments and offices of the association. The manual of organization and functions is an essential tool for the operation of the association, and is subject to periodic revisions and updates to ensure its effectiveness and efficiency.
