2009 · 136 pages

Abstract
The document was prepared by Rafael Isunza for Chemonics International Inc. for the USAID review. The proposed additions included new acronyms and abbreviations, such as AVA (Acuerdo de Valoración Aduanera), B/L (Guía de Embarque), and CIF (Costo, seguro y flete). The document also proposed changes to the procedures for verifying the origin of goods, including the creation of a checklist for fiscalizers to follow. The proposed checklist included steps such as investigating the company's compliance history, analyzing the applicable rules of origin, and examining the documentation for each importation declaration. The fiscalizer was also required to verify the existence of necessary documents, such as certification of origin, in the importation declaration file. Implementation of the proposed changes aimed to improve the efficiency and effectiveness of origin verification procedures, reducing the risk of errors and increasing the accuracy of origin determinations. The proposed additions were intended to provide a clear and concise guide for fiscalizers, ensuring that they followed the correct procedures for verifying the origin of goods.
