Abstract
The manual of processes is a tool that aims to establish a standard method for executing the work of the dependencies, ensuring the effective and efficient fulfillment of the mission and essential goals contemplated in the Plan Estratégico. The manual describes the administrative processes executed by the institution, outlining the main operations or steps that comprise each procedure and the manner in which they should be performed. It also includes diagrams of flow that express graphically the trajectory of the different operations, as well as the administrative dependencies that intervene, specifying their responsibilities and participation in the development of the processes that correspond. The manual is divided into several sections, including the objective of the manual, justification, structure organizational, and index of processes. The index of processes includes the following: 1. Control of Attendance, Registration of Incidences, and Application of Sanctions 2. Control and Registration of Movements of Personnel 3. Desvinculation of Personnel 4. Management and Payment of Salary and Wage Plan of Personnel 5. Planning and Elaboration of Budget of Expenses of Personnel 6. Presupuestation, Selection, and Contracting of Personnel The Control of Attendance, Registration of Incidences, and Application of Sanctions process is one of the main processes of the manual. Its purpose is to establish the activities and tasks to be followed by the Sección de Trámites Administrativos, which is responsible for registering and controlling the incidents of personnel, as well as applying the justifications or sanctions that correspond. The process includes several sub-processes, such as the registration of new personnel in the System of Control of Attendance, the control of attendance, and the application of sanctions. The process also includes the following entries and exits: Entries: * Memorandum of taking possession * Action of personnel by change of schedule * Format exclusive for operations in the city * Request for vacations * Permission to leave * Incapacity * Memorandum of excuse * Authorization of courses * Licenses with or without salary Exits: * Report of movements of personnel * Memorandum for the Administrator of Customs for the registration and training in the use of the System of Attendance of Personnel * Report monthly of impunctualities by department, personal permits and absences of personnel * Memorandums of remission of report to the dependencies * Memorandums of application of disciplinary measures The process of Control of Attendance, Registration of Incidences, and Application of Sanctions is carried out by the Sección de Vinculación, which receives the memorandums of taking possession and action of personnel by change of schedule, and elaborates the report of movements of personnel with the new entries and/or changes of schedule. The changes of schedule are classified according to the modality under which the schedule was authorized, and the report is sent to the Sección de Trámites Administrativos for the registration of the entry and/or change of schedule in the System of Control of Attendance.
