Abstract
The municipality has a total of 87 veredas, 5 pueblos indígenas, and 4 resguardos, with a significant presence of indigenous communities, including the Embera, Kofán, Awa, and Pastos peoples. The municipality's justice system is composed of various institutions, including the Comisaría de Familia, Fiscalía General de la Nación, Juzgados, and Policía Judicial. The Comisaría de Familia is responsible for addressing conflicts related to family matters, while the Fiscalía General de la Nación handles cases involving crimes such as homicide, trafficking, and violence against women. The Juzgados are responsible for resolving civil and commercial disputes, while the Policía Judicial is responsible for investigating crimes and maintaining public order. The municipality also has a Comité Local de Justicia (CLJ), which is an institutionalized instance that articulates the justice system and requires the participation of justice institutions and civil society organizations. The CLJ was created through Municipal Agreement No. 04 of May 22, 2018, and its functioning is overseen by the Secretaría de Gobierno Municipal. The CLJ has prioritized several lines of work, including the dissemination of routes for attention to victims of violence based on gender, the capacitation in gender approach, and the implementation of the Caja de Herramientas on MRC of the Ministry of Justice. Organizations from civil society, such as the Asociación Mesa Permanente del Pueblo Cofán and Cabildos Indígenas del Valle del Guamuéz y San Miguel, have been actively participating in the CLJ and have led initiatives with impact in the municipality, such as the development of rural justice, the creation of routes for attention with differential approach, and the capacitation in MRC to the JAC. These initiatives have been supported by the Programa JSP de USAID. The municipality of Valle del Guamuez has a significant presence of indigenous communities, with 5 pueblos indígenas and 4 resguardos. The CLJ has prioritized the development of intercultural dialogue and the creation of a Casa de Justicia Interjurisdiccional.
