Abstract
The Municipal Development Institute (IDM) will implement the project in conjunction with the nation"s rural communities. First, the IDM will train a total of 680 municipal officials (from the nation"s 170 communities) in the targeting of subprojects as well as in basic spatial theory (the organization of communities into service areas). Throughout the project, municipal officials will receive training both through special courses and through normal contacts with IDM personnel. A total of 151 subprojects will be implemented by 100 communities. Ten subprojects will be carried out by groupings of municipalities, with 25 municipalities participating. In addition, IDM will work with 10 local development committees in developing subproject plans. Nine subprojects submitted by the subcommittees will be implemented. To qualify for implementation, all subprojects must benefit the neediest sectors of the populace. A subloan fund will be established to finance the subprojects meeting this criterion. The subprojects will include the construction of slaughterhouses, improvements to markets, street paving (cobblestone only), installation of electricity, extension of water systems into poor neighborhoods, construction of bus terminals, and provision of road equipment. Furthermore, IDM personnel will receive 200 person-weeks of formal training in project implementation methodologies required by these subprojects. USAID will assign long-term specialists to IDM in the fields of project planning, rural sociology, and community development. Short-term assistance will be provided in marketing, rural economics, development administration, zoning, planning, etc. In addition, the IDM heaquarters building will be renovated and expanded. USAID will also finance vehicles, accounting equipment, and other commodities.
