Abstract
The program is organized into five components, each focusing on a specific aspect of monitoring and evaluation. Component 1 provides technical assistance for the Mission's Performance Management Plan (PMP), project Monitoring and Evaluation (M&E) Plans, and activity M&E Plans. During the third quarter of FY 2016, MEASURE-BiH continued to improve and update the USAID/BiH Mission Project LogFrames, Tracking Tables, and Project PIRS documentation. The team also reviewed and analyzed the newly proposed USG Standard Indicators and PIRS documentation to examine the changes made for indicators relevant for USAID/BiH Project indicators. In Component 2, MEASURE-BiH designed and conducted the Midterm Performance Evaluation of the Civil Society Sustainability Project (CSSP) and presented preliminary findings and recommendations to USAID/BiH. The team also finalized and submitted the report on Findings from the National Survey of Citizens' Perceptions in BiH (NSCP-BiH) for 2015 and presented summary findings at the USAID/BiH IP meeting. Additionally, MEASURE-BiH engaged in a series of presentations of the Judicial Effectiveness Index of BiH (JEI-BiH) methodology and results to main stakeholders, including USAID/BiH, the U.S. Embassy, the public, and the broader professional judicial community. Component 3 focused on Geographic Information System (GIS) mapping, with further progress made in the development of the mapping application. The team finalized development and testing of the mapping application for release and updated Manuals outlining functionality of the mapping application. They also demonstrated the application to MEASURE-BiH COR. In Component 4, tasks were on hold due to awaiting USAID/BiH advice on scheduling the training course for USAID/BiH staff on Integrating Gender Considerations in Programming. In Component 5, MEASURE-BiH continued the Research Fellows Program by delivering training courses on Applied Measurement for Evaluation and Survey Methodology and Sampling Design. The team also initiated preparations for the Research Fellows Program course on Introduction to GIS and continued to involve the Research Fellows in MEASURE-BiH M&E tasks to implement a "learning by doing" capacity building approach. Throughout the third quarter of FY 2016, MEASURE-BiH accomplished many important tasks and submitted numerous deliverables. The team's efforts aimed to enhance the capacity of USAID/BiH and its implementing partners to conduct high-quality performance management and to support the development of the USAID/BiH 2017-2021 Country Development Cooperation Strategy (CDCS).
