Abstract
MEASURE II is a $5.8 million activity that aims to strengthen the Mission's results-oriented programming design and activity implementation by providing technical assistance, conducting evaluations, and integrating Collaborating, Learning and Adapting (CLA) concepts into the USAID/BiH development programming. MEASURE II is organized around three components: Component 1 provides technical assistance to Mission and Implementing Partner staff for the Mission's Performance Management Plan (PMP), Project Monitoring, Evaluation, and Learning (MEL) Plans, and Activity MEL Plans. Component 2 designs and conducts evaluations, surveys, assessments, and special studies, as requested by the Mission through the Contracting Officer's Representative (COR). Component 3 integrates CLA concepts into the USAID/BiH development programming through the development of a CLA Plan, workshops and learning reports, and evaluation follow-ups. The Activity is led by IMPAQ International, LLC, with Edis Brkic serving as the Chief of Party (COP) and Dr. Amy Kracker Selzer serving as the Project Director. The Work Plan outlines the tasks and subtasks within each of the three components, as well as the administration and anticipated deliverables for the Activity. In its first year of implementation, MEASURE II faced challenges related to the outbreak of the novel coronavirus, COVID-19. However, the Activity successfully mitigated these challenges and continued providing MEL support to the Mission and IPs. MEASURE II deliverables were produced on time, including the first performance evaluation with all key informant interviews conducted online. The Activity's implementation schedule for Year 2 is outlined in the appendix, which includes a Gantt chart. MEASURE II will continue to provide technical assistance, conduct evaluations, and integrate CLA concepts into the USAID/BiH development programming to strengthen the Mission's results-oriented programming design and activity implementation. The Activity's geographic focus is on Bosnia and Herzegovina, with a specific emphasis on supporting the Mission's development programs in the country. The Work Plan outlines the Activity's contributions towards USAID/BiH objectives of increasing the use of performance data, evaluations, and assessments and supporting formal collaboration, learning, and adapting (CLA). The Activity's timeframes are from September 29, 2020 to September 28, 2021, with a focus on delivering flexible and demand-driven technical, analytic, and administration services to USAID/BiH and implementing partners (IPs) across the Mission's projects, activities, and sectors. The Work Plan outlines the Activity's objectives, tasks, and deliverables for the second year of implementation.
