This study (the second phase of a two-part study) was designed to assist municipalities in Tunisia to develop cost recovery schedules, mechanisms for allocating costs to beneficiaries, and procedures to facilitate the provision of municipal trunk infrastructure and serviceable land for low cost housing.

Abstract
The study also examined current legislative procedures and tariff schedules for cost recovery of water, power, and sewerage among utility companies. Relevant service charges were studied in order to determine the extent to which these existing cost recovery mechanisms might be utilized to help finance municipal investment programs.
