Memorandum of understanding : assistance for Philippine national civic action program
Program to make $15 million in Economic Support Funds available to the Philippines" Department of Public Works and Highways (DPWH) for the procurement and delivery of heavy engineering equipment, which will be used by the Armed Forces of the Philippines (AFP) in a civic action program to construct infrastructure such as rural roads, schools, canals, and wells.

Abstract
The equipment will not be used for military or paramilitary purposes. Cooperating agencies include the Joint United States Military Assistance Group (JUSMAG) and the National Economic and Development Authority (NEDA).
