Establishes guidelines for use of local currency generated under the FY88 P.L.

Abstract
480 Title I Agreement with the Government El Salvador (GOES). Local currency will be placed in a special account of the Central Reserve Bank for disbursement by SETEFE (unidentified acronym) to support A.I.D. projects 519-0263, 0303, 0307, 0308, 0287, 0210, 0295, 0323, and 0335, as well as certain projects of the Inter-American Development Bank and the World Bank. The Working Capital Advance Fund, created in 1985, to provide limited amounts of operational capital for emergencies affecting certain projects, will continue. The Reserve Fund, which currently contains C2.4 million, may be used to finance specific activities mutually agreed upon by SETEFE and A.I.D. The GOES will implement self-help measures to: (1) determine the existence of exotic pests that affect fruit and vegetable crops and to stop the introduction and spread of such diseases to livestock herds; (2) complete by the end of 1988 the titling of land parcels under Phase III of the Agrarian Reform Program; (3) reduce the level of non-banking activities - specifically, the import and sales of agricultural inputs - by the Agricultural Development Bank; (4) re-evaluate the process, required by the Ministry of Agriculture, for applying for permits to raise pond-grown shrimp; (5) create a land financing mechanism for landless farmers; (6) promulgate implementing regulations for the Export Promotion Law of 3/86; (7) make the land registry office financially self-sufficient; and (8) establish a program to eradicate the screwworm from El Salvador.
