is promoting micro- and small enterprise development. This report assesses the microenterprise programs of two A.I.D.-funded intermediary institutions - the Asociacion Para el Desarrollo de Microempresas (ADEMI) and the Programa de Asistencia a la Pequena Empresa/Fondo para el Desarrollo (PROAPE/FONDESA). Key findings are as follows. (1) ADEMI"s experience shows that clear institutional objectives (e.g., the separation of credit and technical assistance activities) and the autonomy to pursue them lead to improved project performance.
