Abstract
External evaluation covers FY85-2/87. Having received major funding from A.I.D. and other donors since its founding in 1968, ACCOSCA performs a valuable role in servicing the African credit union (CU) movement, especially through training of national CU leaders. Its risk management program has gained wide support, while not yet generating significant revenue. As an institution, ACCOSCA has performed its self-management and financial reporting roles with increasing professionalism and efficiency since the early 1980's when major criticisms were leveled at the organization. Affiliation of additional national CU movements, on the other hand, has proved exceeding difficult (in part because no project resources are specifically earmarked for this activity) and should be given less emphasis than is the strengthening of current affiliates. Specific accomplishments in the 18-month period being evaluated include: effective training, ahead of schedule and above target; improved communication with affiliates; improved service delivery; attention to critical policy issues; resilient performance by member CU's, despite adverse economic and social conditions; and drafting of a medium-term development plan (1988-92). Major problem areas are those that have always plagued ACCOSCA - funding and income generation. generation are unrealistic and unachievable. Collection of dues is below target, and not expected to increase significantly. While reasonable steps to collect dues should continue, the requirement that dues payment be required for full affiliate participation in ACCOSCA should be reviewed.
