Abstract
The project is funded by the United States Agency for International Development (USAID) and is implemented by Advanced Engineering Associates International, Inc. (AEAI) under a Task Order No. AID-306-TO-12-00002 awarded on December 16, 2011. The SGGA provides technical and financial advisory services to the Ministry of Mines (MoM), Ministry of Energy and Water (MEW), and Da Afghanistan Breshna Sherkat (DABS) to support the development of the gas sector in Afghanistan. The project focuses on the Sheberghan Gas Development Project (SGDP), which aims to develop the gas resources in the Sheberghan area of Afghanistan. The SGGA has developed a Model Gas Supply Agreement (MGSA) to facilitate the development of the gas sector in Afghanistan. The MGSA is a comprehensive agreement that outlines the terms and conditions for the supply of gas from the Sheberghan Gas Development Project to the national grid. The agreement includes provisions for the delivery of gas, payment terms, and dispute resolution mechanisms. The MGSA is designed to be used as a template for gas supply agreements between the government of Afghanistan and independent power producers (IPPs) or other gas suppliers. The agreement is intended to promote the development of the gas sector in Afghanistan by providing a clear and transparent framework for gas supply and payment. The SGGA has also developed a range of supporting documents, including a list of approvals, forms of notice, and exhibits that provide additional information on the gas supply agreement. These documents are intended to provide a comprehensive framework for the development of the gas sector in Afghanistan. The SGGA is expected to contribute to the development of the gas sector in Afghanistan by providing technical and financial advisory services to the government and other stakeholders.
