Abstract
The project aimed to modernize the inspection authorities in the Republic of Macedonia, with funding from the United States Agency for International Development (USAID) under Cooperative Agreement Number: AID 165-A-16-00004. The project consisted of several components, including a legal, institutional, and regulatory assessment (LIRA) of the inspection authorities, a comparative analysis of training modalities, and an assessment of court practices in inspection supervision. The project also involved drafting a new law on inspection supervision, which included a drafting process, consultation process, enactment, and implementation. Additionally, the project developed inspection check lists, conducted a horizontal functional analysis of the inspection authorities, and performed an in-depth functional analysis of specific inspectorates. The project achieved significant results, including the drafting of a new law on inspection supervision, which was enacted and implemented. Furthermore, the project conducted a survey of the economic effects of inspections, exchanged experience and established cooperation with EU and regional countries, and conducted a training needs assessment. The project also developed a strategic plan for training and capacity building for inspection authorities, including an action plan and business plan for training center establishment. The project trained inspectors and established a training center, which provided training on various topics, including methodology for inspection supervision and personal skills. Additionally, the project supported the finalization of an internal training facility of the State Market Inspectorate (SMI) for specific training topics for SMI inspectors. The project also reviewed and analyzed the ICT infrastructure, assessed the existing national software solutions in the region and EU countries, and developed a concept design for a comprehensive e-inspection software. Furthermore, the project developed technical specifications for pilot software on inspections and issued a public call for pilot software development. The project also developed the pilot software on inspections and established cooperation with other USAID projects and donors. The project's lessons learned and best practices included the importance of stakeholder engagement, the need for a clear and comprehensive project plan, and the importance of effective communication and coordination among project stakeholders. The project's recommendations for future programming included the need for continued support for the inspection authorities, the importance of building on the project's achievements, and the need for continued cooperation with EU and regional countries.
