Abstract
The team received Contracting Officer approval of Resonance's proposed replacement for the Change Management (CM) Lead, Mr. John Burg, on September 2, 2021. The new CM Lead was onboarded with Resonance and the TCMST on September 6, 2021. The TCMST had weekly meetings with the Bureau for Development, Democracy, and Innovation (DDI) project Activity Manager to introduce her to the new CM Lead and share updates regarding current and planned activities with TCMST buy-ins and DDI-wide activities. The team also attended the Culture and Change Management Committee (CCMC) biweekly meetings throughout September. Meetings between the new CM Lead and the Contracting Officer's Representative (COR) commenced on a bi-weekly basis, with several shorter ad hoc meetings in between, for the purpose of familiarization of the Task Order and relationship building. On September 16, 2021, the TCMST shared a draft detailed outline of a document that is intended to serve as a guide with best practices on establishing a hybrid working environment. The CCMC Leads reviewed the document and met with the TCMST to provide feedback on the content and format. Upon the recommendation of the CCMC, the TCMST additionally met with the Senior Advisor in the Office of Environmental and Social Risk Management to discuss any factors that should be considered when developing the best practices guide. The CCMC Activity Manager approached the TCMST to provide CM guidance and training for the Private Sector Engagement (PSE) Hub focusing on the rollout of the PSE Competency Catalog. The TCMST met with PSE staff on the Institutional Support team and the PSE Deputy Director on September 20 and 27, 2021 to discuss the background of the request and plan next steps. A CM workshop was scheduled to be held on October 13, 2021. Following up on an earlier consultation during a Coaching Café session in August, the TCMST met with the Knowledge Management Specialist from the Center for Democracy, Human Rights, and Governance (DRG) on September 28, 2021 to discuss a potential CM training for DRG senior leadership and staff involved in implementing DRG's transition to maintaining records on the Google Drive/Workspace and using the ASIST platform. The TCMST has provided individual coaching to leadership from the Innovation, Technology, and Research Hub (ITR), Program Office (PO), Center for Economics and Market Development (EMD), and the Center for Environment, Energy, and Infrastructure. The team has also received interest in coaching from the PSE Hub. The TCMST has continued to offer a Coaching Café which allows DDI staff to sign up for fifteen-minute time slots to receive CM-focused guidance on specific issues. In the Program Office, the TCMST held an introductory meeting between the Client Service Operations (CSO) Team and a Customer Service Specialist on September 13, 2021. The team plans to develop a Customer Service Charter at the team-level, which would help outline team expectations and behaviors regarding its own customer service. The consultant provided a customer service charter template for the team to review and is awaiting their feedback. The TCMST's Senior CM Specialist has continued weekly coaching sessions with the PO Acting Director and the Team Lead for Learning and Knowledge Management. In the Innovation, Technology, and Research Hub, the Acting Director of ITR sent the TCMST a draft Scope of Work (SOW) requesting assistance with refreshing ITR's strategy. The team worked on a revised SOW, which was submitted to the ITR Team Lead, MEL Lead, and Communications POC for their review on September 17, 2021. This version of the SOW was shared with other ITR deputies and their comments were provided to the TCMST on September 29, 2021. The SOW was finalized during a meeting on September 30, 2021. The ITR Strategic Planning Process will consist of four main activities: 1) Identification of ITR priority areas; 2) Definition of ITR goals and objectives in alignment with the Agency's strategic priorities; 3) Development of a comprehensive ITR communications strategy; and 4) Implementation of the ITR strategic plan. The TCMST will provide support to the ITR Team Lead and other stakeholders throughout the planning process.
