Abstract
The project aimed to increase the power station's capacity by rehabilitating boiler super heater tubes at Units 1, 2, and 3. The rehabilitation work was completed, adding 280 megawatts of capacity to the power station. However, delays in the procurement process were anticipated due to the weak financial standing of the General Electric Company (GENCO), which was responsible for making timely payments through a letter of credit. To address this issue, experts from the USAID Energy Policy Program worked with USAID to redefine the reimbursement process and revise the fixed amount reimbursement agreement (FARA) to facilitate GENCO's timely payments. Environmental mitigation and monitoring measures were also implemented to ensure the project's compliance with government of Pakistan (GOP) and USAID regulations. The Environmental Mitigation and Monitoring Plan (EMMP) was approved by the Mission Environmental Officer (MEO) on January 12, 2012, and was being implemented by the GENCO management. As of January 2012, a total of $4,872,500 had been disbursed out of the committed $15.193 million assistance amount for the Muzaffargarh project. The revised completion date for the project was set at November 30, 2012, following Amendment No. 1 to the Activity Agreement. The project's progress was being closely monitored by the USAID Energy Policy Program, which worked closely with the GENCO management to ensure the successful completion of the rehabilitation work. The project's objectives were to increase the power station's capacity, improve its efficiency, and enhance its environmental compliance with GOP and USAID regulations.
