Abstract
The activity, to be implemented by a U.S. contractor, will help reduce pollution in at least 400 industries within selected sectors of 8 coastal areas by providing TA at both the local and national level, as detailed below. Assistance at the local level will be in three areas. (1) Pollution assessments and analyses will be conducted in selected regional growth centers, industrial areas, and key ports and harbors in CRM expansion areas in Cebu, Negros Oriental, Bohol, Davao del Sur, Sarangani, South Cotabato, Batangas, Palawan, and Tawi-Tawi. (2) The activity will strengthen advocacy for integrated environmental management, with a focus on local government units (e.g., promotion of market- based instruments for persuading business to reduce pollution) and on NGO efforts to push for compliance with environmental law. (3) The contractor will identify priority environmental infrastructure for the areas and develop investment packages for interested parties. Assistance at the national level will likewise be in three areas. (1) The contractor will institutionalize pollution/environmental management (CP/EM) into the Department of Trade and Industry (DTI), which largely possesses oversight over businesses and new investment. The contractor will also help operationalize an existing Memorandum of Agreement between DTI and the Department of Natural Resources (DENR) and assist in promoting CP/EM to national business organizations. (2) The contractor will help the Philippine Coast Guard in select districts and stations incorporate CP/EM into their regulation of maritime pollution. (3) Finally, the contractor will provide support services in the areas of multi media promotion, training (including a train-the-trainer program for business assistance agents and new business gatekeepers), and assistance to the DTI, the DENR, and the Department of Science and Technology in developing an environmental research agenda.
